We’re a collective of committed property owners and passionate residents who care deeply about the well-being of our neighbourhood. By coming together through the CID structure, we will be able to ensure a sustainable future for Upper Claremont – one that’s safe, clean and uplifting for everyone.

This wont take too much of your time but will contribute greatly in helping shape the services and priorities of the proposed CID.

What is a CID?
A City Improvement District is a defined geographic area where property owners fund supplementary municipal services to uplift the area.
These include:
- Public Safety: Security patrols & cameras
- Cleaning & Maintenance: Litter removal, graffiti clean-up
- Urban Upgrades: Public space improvements, green areas
- Social Responsibility: Partnerships to support the homeless & vulnerable
The Upper Claremont CID is a practical solution for residents wanting safer streets, cleaner public spaces, and improved neighbourhood management. Many residents and businesses are increasingly concerned because neighbouring areas already have established CIDs that have led to enhanced safety and upkeep. As those areas have become better resourced and more effectively protected, there is a trend for crime and antisocial activity to move into Claremont, where resources and visible security are not as robust
Why does Upper Claremont need a City Improvement District?
- Volunteer burnout: A CID sustains the efforts many residents have funded or supported informally
- Enhanced safety & visibility: Dedicated patrols and monitored cameras
- Cleaner streets and sidewalks: Dedicated teams for regular upkeep
- Compassionate upliftment: Support through NGOs for vagrancy and homelessness
- Legal and accountable: Managed by a registered NPO with transparent budgets & voting
The Volunteer Watch groups in the Upper Claremont area have achieved outstanding contributions to coordinate and improve security. Driven by committed volunteers and valuable support from those willing to contribute to these efforts. These groups rely on limited time, funding and volunteer energy within a focal area.
The CID looks to becomes a platform to further these efforts, with universal contributions by the community they service, reducing the burden on individuals and increasing the available resources to enhance the ability to fulfill these duties and sustain them.
This pooled funding allows the CID to hire professional security teams that report to the community. The inclusion of permanent maintenance and cleaning staff offering regular and dedicated services that supplement what the municipality already provides but on a more regular and effective basis. The outcome is a visibly safer, cleaner and better managed area.

1. Public Safety
- Security patrols coordinated via a 24/7 control room
- CCTV with license plate recognition at key entries
- Foot patrols, bicycle patrols, increased security vehicle presence
3. Environmental Upliftment
- Upgrade greenbelts & parks with indigenous landscaping
- Promote recycling & explore energy-efficient lighting
5. Transparent Communication
- Monthly updates & a dedicated feedback channel
- Annual general meetings (AGMs)
- Online channels (email + WhatsApp) for community voice
2. Cleaning & Maintenance
- Regular litter collection, street sweeping
- More bins & equipment upkeep
- Fast graffiti & dumping response
4. Social Responsibility
- Partner with NGOs for outreach, skills, and job-readiness
- Support food drives, workshops & local upliftment
